Mr. Lucho Gutierrez has long experience and expertise with BRT and transportation projects as well as public policy and planning. He has managed the preparation phase of the World Bank Urban Transportation Project for Lima and Callao, Peru (1996-98), which focused on the development of bus rapid transportation solutions and environmental and traffic safety programs. Subsequently, Luis worked for the World Bank (1999-2001) as a policy-making and project evaluation consultant, focusing on sustainable transportation, and poverty relief projects. From 2001 to 2002, he worked for the new democratic government of Peru as the Vice-Minister of Transportation and, later, as the Executive Director of one of the largest Latin American reconstruction programs aimed at rebuilding and developing Southern Peru after the 2000 earthquake.
In Montgomery County, Maryland, he led different initiatives, including urban development and traffic safety programs. Mr. Gutierrez has taught as a professor in Peru's major universities, and wrote a number of books, essays, and articles. He holds a MS in economics from Boston University, a mid-career diploma in planning from the OAS-UNDP program, and a BS in economic-engineering from the National University of Engineering of Lima. Currently, he manages the EMBARQ's Latin American activities.
