Kirk’s work focuses on the environmental and human rights aspects of international development projects. In particular, he works on issues related to stakeholder engagement and governance in development projects, the World Bank and multilateral development banks, export credit agencies, and project finance.

Kirk joined the Institutions and Governance Program in 2007 after working as a consultant on international environmental and development law projects in Washington, DC. Kirk received his J.D. and M.A. (International Politics) degrees from American University, and is a graduate of Carleton College in Northfield, Minnesota. He is a member of the New York Bar.
