Jim Perkaus is a Policy Fellow in the Climate, Energy, and Pollution Program at the World Resources Institute. His work centers on how to design and implement international trading instruments (e.g., emissions trading policy) to manage global climate change. Mr. Perkaus recently published (with Kevin Baumert) the WRI Climate Note, Risky Business: Lessons in Risk Management for an International Greenhouse Gas Emissions Market.

In 1997, Mr. Perkaus was a consultant at Environmental Financial Products Limited, advising on an international emissions trading pilot project. During 1998, he worked on the linkages between international and domestic climate policies as a Visiting Fellow at the International Academy of the Environment, based in Geneva, Switzerland. Since 1986 he has been a member of the MidAmerica Commodity Exchange, a Chicago Board of Trade affiliate, where until 1995 he actively traded futures, stocks, and options.

Mr. Perkaus holds an MBA from the Graduate School of Business at the University of Chicago and an MALD from Tufts University's Fletcher School of Law and Diplomacy (where he is presently a Ph.D. candidate in International Relations). He has published six articles and a book chapter.
