Case Studies of State Regulatory and Legal Treatment of Carbon Dioxide (CO2) Injection and Other Analogs

A number of analogs for carbon capture and storage exist, such as underground injection of CO2 for enhanced oil recovery, and storage of natural gas. The liability workgroup looked at existing regulations, liability precedents, and experience with CCS analogs across a variety of states, with a goal of identifying legislation and precedents that may be important to consider when siting CCS projects, and to compare the similarities and differences among the states. This case study analysis included California, Illinois, Indiana, Kentucky, Michigan, Texas, and Wyoming.
